    • An actuating assembly of a locking system (200) to operate a displaceable component of a latching system (210), includes: (i) a first member (24) which is connected or connectable to the displaceable component of the latching system (210); (ii) a second member (26), the first and second members (24, 26) being disconnectably connectable to each other, with the first and second members (24, 26) being in an inoperative configuration when they are disconnected from each other such that the second member (26) is displaceable independently of the first member (24), and the first and second members (24, 26) being in an operative configuration when they are connected to each other such that displacement of the second member (26)causes the first member (24) to be displaced; (iii) a first actuating sub-assembly (46) including a first key receiver (230) for receiving a non-mechanical first key in the form of a predetermined electromagnetic signal transmitted via a cellular telecommunications network from the communications facility (224) of a monitoring facility (227) to an electronic controller (228); (iv) a second actuating sub-assembly (52) which is operable by a second key (226), the second actuating sub-assembly (52) being operably connected to the second member (26) and being configured, when actuated by the second key (226), to cause the second member(26) to be displaced, thereby to cause the first member (24) to be displaced when the first and second members (24, 26) are in their operative configuration; and (v) a timer for determining the time from receipt of a first key by the first actuating sub-assembly (46), wherein the first actuating subassembly (46) is configured, upon: (i) receipt of the first key, to cause the first and second members (24, 26) to assume their operative configuration; and (ii) elapse of a preset time stored in a storage means (236) measured by the timer from receipt of a first key by the first actuating sub-assembly (46), to cause the first and second members (24, 26) to assume their inoperative configuration.

    • A system and method of transferring bulk material cargo from railway to maritime vessel without the need to stockpile the material prior to loading. A cargo supply means (102) supports at least one railway track (104) over at least one said vessel (108) in a dock (106). The railway track (104) connects to track of a railway infrastructure for the provision of loaded railway wagons to be unloaded into the hold(s) of the vessel(s). Railway wagon unloading means, such as a rotary tippler (116), unloads the material. The load is directed by a cargo transfer means (110) of the cargo supply means (102) into the hold(s) (112) of the vessel(s) (108).

    • In one embodiment, a mobile router receives a multicast-supported router advertisement message from an attachment mobile router in a mobile ad hoc network, the multicast-supported router advertisement message specifying an attachment prefix and a multicast-capable identifier. The mobile router attaches to the attachment mobile router in response to the multicast-supported router advertisement message and according to a protocol requiring establishment in the mobile ad hoc network of a tree topology having a single multicast clusterhead, and selects a default attachment address within an address space of the attachment prefix. The mobile router receives a multicast request, from an attached node, for receiving a multicast stream, and the mobile router outputs a neighbor advertisement message with multicast extension, to the attachment router, that specifies that access to the multicast stream is requested via the default attachment address.

    • A method of forming substrates (11), e.g., silicon on insulator, silicon on silicon. The method includes providing a donor substrate, e.g., silicon wafer. The method also includes forming a cleave layer (18) on the donor substrate that contains the cleave plane, the plane of eventual separation. In a specific embodiment, the cleave layer comprising silicon germanium. The method also includes forming a device layer (20) (e.g., epitaxial silicon) on the cleave layer. The method includes introducing particles into the cleave layer to add stress in the cleave layer. The particles within the cleave layer are then redistributed to form a high concentration region of particles in the vicinity of the cleave plane, where the redistribution of the particles is carried out in a manner substantially free from microbubble or microcavity formation in the cleave plane. The method also includes providing selected energy to the donor substrate to cleave the device layer from the cleave layer at the cleave plane, whereupon the selected energy is applied to create a controlled cleaving action to remove the device layer from a portion of the cleave layer in a controlled manner.
