    • A video surveillance system includes a plurality of video sources, at least one processing server in communication with the video sources, and at least one monitoring station viewing video from the video sources. The video sources are distributed over a target area to be monitored by the surveillance system and are attached to a video network. The processing server allocates bandwidth to the video sources with an accuracy function which provides event/object detection accuracy as a function of image/video quality transferred over the network. The image accuracy is the accuracy with which the processing server identifies features in a video image. Bandwidth is allocated by optimizing the overall event/object detection accuracy by adjusting image/video quality for each video source optionally subject to the dynamic network conditions experienced by each video source.

    • A system and method for tracking and tracing motions of multiple incoherent sound sources and for visualizing the resultant overall sound pressure distribution in 3D space in real time are developed. This new system needs only four microphones (although more could be used) that can be mounted at any position so long as they are not placed on the same plane. A sample configuration is to mount three microphones on the y, z plane, while the 4th microphone on a plane perpendicular to the y, z plane. A processor receives signals from the microphones based on the signals received from noise sources in unknown locations, and the processor determines the locations of these sources and visualizes the resultant sound field in 3D space in real time. This system works for broadband, narrowband, tonal sound signals under transient and stationary conditions.

    • A formulation is provided that includes a volume of an aqueous multivalent physiological ion solution compatible with cerebrospinal fluid containing at least one divalent cation of magnesium or calcium, and at least one anion of carbonate or phosphate, and having a pH between 6.5 and 8.0. A zwitterionic therapeutic agent other than baclofen is dissolved the solution to achieve higher concentration or ease of solution and/or storage relative to therapeutic saline solutions of the same agent. A process of delivering a zwitterionic therapeutic agent into a subject is provided that includes dissolving a therapeutic amount of the zwitterionic therapeutic agent in a volume of artificial cerebrospinal fluid to form a stable formulation. The solution is then administered to the subject using an intrathecal pump.
