The rake spring supplies elastic force for the locking block to move in a direction far from the rake bock so that the engagement of the blocks can be released. The tilt lever is installed to be movable in a forward and backward direction by push-pull operation of a driver, and formed to push the locking block toward the rake block to be engaged with the rake block or for the locking block to be pulled by the elastic force of the rake spring for being disengaged from the rake block. The guide block guides the backward and forward movement of the tilt lever.

The bearing is interposed between the outer and the inner shafts for reducing the friction between the shafts as allowing the shafts to integrally rotate and relatively move from each other in an axial direction. The bearing case includes a plurality of through-holes(19) for accepting the bearing. The elastic member supported by the inner shaft elastically supports the bearing toward the outer shaft and includes a support unit(21) and an elastic unit(23). The support unit is contacted with the inner shaft. The elastic unit applied with preload is connected with the support unit and elastically supports the bearing toward the outer shaft.
