A multi-layer pavement structure having functional materials comprises a constructed surface(10), a permeable foundation layer(20), and a superficial layer(30). The permeable foundation layer is laminated on the constructed surface. The permeable foundation layer is made of yellow soil 15~40 weight% and thermosetting plastics 15~30 weight% in comparison with an aggregate(50) of 100 weight% having diameter of 10~85 mm. The superficial layer is laminated on the upper side of the permeable foundation layer. The superficial layer is made of the aggregate 60~93 weight% of 1~30 mm diameter, the yellow soil 5~25 weight% of 50~250 mesh and an anionic radiator 2~15 weight%.
