According to the present invention, heat loss is minimized depending on the increase of the stay time of combustion gas inside a water tube boiler so that fuel can be saved; and the combustion gas discharged from a combustor is combusted again while passing through a second and a third combustion chamber after collected in a first combustion chamber so that heat efficiency can be improved, wherein the second and the third combustion chamber are partitioned by a partition.

The inner and outer pipes are vertically formed above the combustion chamber. Waste gas which is changed from the steam flows on the guide plates. The waste gas passage and the waste gas outlet are connected with each other. The steam chamber includes a waste heat collector(31), a hot water passage(32), steam guide plates(35), and a steam outlet(33). The waste heat collector is connected with the dual heat exchange pipe.
