The data measurement unit measures the load and pneumatic pressure of a tire and a wheel speed. The DLR correction unit corrects DLR using the load and pneumatic pressure of the tire, and the wheel speed on the basis of the relation information of speed, pneumatic pressure, load, and DLR. The GPS speed measurement unit measures the speed of a vehicle using a GPS signal. The accumulated average output unit extracts DLR for satisfying a threshold with the speed of the DLR and calculates an accumulated average value by a predetermined time or number unit on the basis of the speed measured by GPS speed measurement unit. The filtering unit removes noise in the accumulated average values. The wear loss output unit calculates a wear loss using the filtered accumulated average values. The alert unit alerts when the wear losses are off limits.
