    • In circuit for charging and lighing a bit-line of static ramdom acess memory (SRAM), charging circuit is composed of the first and the second P-MOS transistors (31,32) connected dircctly to between a driving voltage and bit-line. Output purse of address transition detector (ATD) is applied to the gate of these transistors. Lighting circuit includes the third P-MOS transistor (33) connected with parallel to the two terminals of bit-line. Loading circuit is composed of the fourth and the fivth transistors (34,35) connected with parallel to the each of charging circuit.

    • The method charges the call fee with self-equipped ordinary apparatus of the PBX. The information about the time, data subscriber code, dialed number, or kind of used line etc. is recorded on the CPU memory during the call. When completing the call, the CPU checks the dialed number whether it was a local or international one, and determines which code table is referenced according to the checking result. When there is an index code in the dialed digital code the unit time and fee rate are selected from the code table as well as the basic time and rate. The actual fee is calculated with the selected data and accumulated on the subscriber memory. The stored contents can be printed out through an I/O interface after converting the data to the ASCLL code.
