A phase correction part 15B, for at least a part of bit pattern, detects, based on a correction result of the error correction part 8, an erroneous discrimination rate which is a probability at which each bit pattern is erroneously discriminated to be another one or a plurality of bit patterns, and then corrects a set value of at least one phase in the delay interferometers 3-1 and 3-2 based on the detected erroneous discrimination rate of bit pattern.
