    • PROBLEM TO BE SOLVED: To perform the controlling of a steel quality with which the diffusion speed of the carbon in the ferrite is restrained by using the strong magnetic field. SOLUTION: In the iron and the steel containing interstitial type solution element, it is controlled by applying the strong magnetic field to a phenomenon caused by diffusion phenomenon of the interstitial type element, further concretely, aging, dacarburizing. The lowering of the ductility caused by the aging at the time of drawing-process to the high strength high carbon steel wire rod, is restrained by using the strong magnetic field. Further, the decarburization in the ferritic zone in the case of low temperature rolling of the wire rod is restrained by rolling in the temperature zone of 500°C-Ae 3 transforming point, in the strong magnetic field having ≥1 tesla.
