    • PROBLEM TO BE SOLVED: To provide a shock-absorbing device having appearance like a two-piece structure constituted of an outer tube and a bracket of a separate body without using the bracket of the separate body, a saddle-riding type vehicle provided with the shock-absorbing device, and a manufacturing method for the shock-absorbing device. SOLUTION: A front fork 40 is the shock-absorbing device having the outer tube 410L and provided at a motorcycle 10. The cylindrical outer tube 410L has small diameter parts 440L, 460L; and large diameter parts 430L, 450L having the larger roughness of an outer surface than those of the small diameter parts 440L, 460L. The small diameter part 440L (460L) and the large diameter part 430L (450L) are formed along the longitudinal direction of the outer tube 410L in parallel.     • PROBLEM TO BE SOLVED: To provide a vibration isolating rubber bush of a novel structure capable of stably exercising sealing performance between opposing faces of an axial end face of an inner cylinder fitting and one member to be connected in a vibration isolating state without impairing a rotation preventing function by non-slip protrusions formed on the axial end face of the inner cylinder fitting.SOLUTION: The vibration isolating rubber bush 10 is attached by pressing the axial end face of the inner cylinder fitting 12 against the one member to be connected in the vibration isolating state, and includes both of the two following configurations. (i) The non-slip protrusions 42 protruding axially outward from the axial end face of the inner cylinder fitting 12 are plurally formed in a circumferential direction so as to form a radial shape as a whole in projecting forms extending in a radial direction of the axial end face. (ii) An annular water stop protrusion 44 is formed, protruding axially outward and extending in the circumferential direction in a radial middle portion of the axial end face of the inner cylinder fitting 12, and the non-slip protrusions 42 are provided in both of an inner circumference side and an outer circumference side of the annular water stop protrusion 44.
