    • PURPOSE:To improve brake efficiency by providing a spring for blocking the pivoting of a hand lever in the brake releasing direction to release the spring action with the operation of a release knob. CONSTITUTION:A spring 5 is provided around a shaft 3 for supporting pivotably a hand lever 2 on a sector 1 and serves as a brake to increase a fastening force for the shaft 3 when the lever 2 pivots counterclockwise. Also, a pawl 7 connected pivotably to the lever 2 is formed with a spring controlling portion 7a extending to one side of the lever 2 through a window 2a in the lever 2. When a release knob 10 is pushed into the controlling portion 7a, a free end 5c of said spring 5 is displaced downward by the controlling portion 7a to release the brake action of the spring 5. Thus, even if the lever 2 tends to return from the pulled-up position, the return can be locked by the increase of the fastening force of the spring 5.
