A front-side link 5a and the rear-side link 5b synchronously rotate in a vehicle front-back direction by being operatively connected with the rotation of the sector gear 8 with the rotation of the pinion gear 7, and the upper frame 3 vertically moves while moving in the vehicle front-back direction with respect to a lower frame 4. Backlash s between respective tooth parts 8a, 7a of the sector gear 8 and the pinion gear 7 meshing with each other is set to be gradually decreased with the descent of the upper frame 3.

When the fork 3 is over-rotated, restoration rotation of the fork 3 to the lock position is regulated by the control member 5, thereby generation of abnormal noise due to restoration rotation of the fork 3 can be preliminarily and securely prevented.
