The frequency distribution of the similarities calculated as to all the learning samples is calculated, and 1st and 2nd thresholds, corresponding to two similarities used for 1st-stage matching together with the 1st template, are calculated from the frequency distribution. Further, learning samples having similarities contained in the value range composed of the 1st and 2nd thresholds are extracted from the plurality of learning samples, and the 2nd template used for 2nd-stage matching is generated from the extracted learning samples.
