    • PROBLEM TO BE SOLVED: To protect privacy and to momentarily know a traffic state.SOLUTION: A traffic image information providing system includes: a plurality of monitoring cameras 1a-1n which photograph a traffic state on a road; a road image management device 2 having a mask processing table 21a which stores data on mask processing; and a wireless communication device 3 installed on a side of the road. The road image management device 2 includes: a determination processing part 22 which refers to the mask processing table 21a from camera identification data added to image data on the road traffic states which are photographed by the monitoring cameras, and determines whether a prescribed structure existing in the image data is to be subjected to masking processing; a composite processing part 23 which composes mask data to the prescribed structure when the masking processing is determined to be executed; and an encoding processing part 24 which encodes the image data to which the masking processing is made. In addition, the encoded image data on the road traffic states are provided to vehicles traveling on a road which connects to a place, at which the photographing is made, by means of wireless communication by the wireless communication device 3.
