SOLUTION: Route searching means 32a, 32b, 33, 34 calculate a route and time from the current position of an empty vehicle up to the start position of a transport order or a route and time up to the start position of the order through a destination of a working vehicle selected by a candidate selection means 31 as a candicate based on vehicle state information and the start position of the order while referring to information stored in map information storing means 321, 331, 341. A vehicle having the shortest time calculated by the means 32a, 32b, 33, 34 is allocated to the order. Consequently the time of vehicle allocation to the start position of the transport order can be shortened and the vehicle allocation can respond to a customer's request. In addition, the business transit efficiency of vehicle can also be improved.

Since it is unnecessary for an operator to search the position of a destination index on a map, the destination can easily be specified and movement information adding the destination of the vehicle to the movement information of the vehicle can easily be updated. When there is no empty vehicle, a working vehicle existing near to a boarding place can be retrieved and allocated to an unallocated transport order.
