摘要： PROBLEM TO BE SOLVED: To satisfactorily confine harmful materials. SOLUTION: Five to therty wt% of cement is added to at least one of harmful materials such as incineration ash, sludge, soil, bottom sediment, stone dust, and regenerated dust. A granule precursor having unhydrated cement particles contained or deposited therein or/and on the surface thereof is prepared by varying the rotation speed of a chopper 10 or a stirring blade 9 of a stirring granulator 7. Further, a coating material containing a material capable of insolubilizing the harmful material is applied on the surface of the granular precursor by the stirring granulator 7 to prepare granules of which not less than 75 wt% is accounted for by a group of granules having a size of 0.3 to 2 mm.
