SOLUTION: The operating device is equipped with: a pulley having a spiral lead groove inclined with respect to the axial direction of the rotary shaft on an outer peripheral surface thereof, for winding up and off the restiform body along the lead groove by forward-backward rotation applied by the rotary shaft; a stopper member that retractably moves in the axial direction of the rotary shaft on the lead groove of the pulley in a state of the rotation being regulated in the rotating direction of the rotary shaft; and a movement regulating means for deciding the back and forth ends of the stopper member. A stopper mechanism for regulating the winding up and off amounts of the restiform body to the pulley is constituted in the operating device by the stopper member and the movement regulating means.
