      SOLUTION: The rod material 1 made of a prepreg made by impregnating reinforcing fibers with a matrix resin is placed, and compressed air is used as an operation gas even under atmospheric pressure or reduced vacuum without reaching a high vacuum by decompression from the atmospheric pressure. A DC pulse wave is applied to an anode 5 and a cathode 6 to thereby make a non-equilibrium plasma state. The operation gas is converted into a plasma. A reactive gas as a raw material is charged into the resulting plasma to thereby promote a chemical reaction. A reaction compound produced by the chemical reaction is deposited on the outer peripheral surface of the rod material to form the decorative thin-film layer 2.
