A cam groove 271 of the shaft member is slidably engaged with first/second piston members 280, 290 provided for the respective first/second cylinder tubes. The shaft member is pushed by a piston 240 having a solid cylindrical shape and operated by fluid pressure to move forward, and is pushed by a piston 320 for moving backward having a solid cylindrical shape and operated by fluid pressure to move backward. The first/second cylinder tubes as output shafts are relatively rotated on the same shaft (shaft 236) via first/second pin members engaging with the cam groove by linear motion and rotation of the shaft member.       SOLUTION: The reel apparatus includes: a high torque rotation drive device; a first pulley which is rotatingly driven by the rotation drive device, and is configured to have a V-shaped groove, and can be strongly winched with the winched cord-like body buried in the V-shaped groove; and a second pulley which is rotatingly driven by the rotation drive device, and coils an end portion of the cord-like body. The first pulley strongly tows the cord-like body and winds it into the interior of the reel apparatus, and the cord-like body wound by the first pulley is winched and stored on the second pulley by a gentle torque.
