    • PROBLEM TO BE SOLVED: To provide a reel apparatus preventing a cord-like body from being buried in a cord-like body wound around a reel even when a large traction force is generated, for example, when a heavy object is towed through the cord-like body such as a wire or tether.
      SOLUTION: The reel apparatus includes: a high torque rotation drive device; a first pulley which is rotatingly driven by the rotation drive device, and is configured to have a V-shaped groove, and can be strongly winched with the winched cord-like body buried in the V-shaped groove; and a second pulley which is rotatingly driven by the rotation drive device, and coils an end portion of the cord-like body. The first pulley strongly tows the cord-like body and winds it into the interior of the reel apparatus, and the cord-like body wound by the first pulley is winched and stored on the second pulley by a gentle torque.

Further, by making a structure for accumulating heat temporarily in a refrigerant or the like having a predetermined heat capacity, the power consumption of the air conditioning device is unrelated directly with the intensity of a room temperature regulation and is thus always stabilized, and operation of the regenerative braking device is stabilized. Concurrently, a heat quantity accumulated in the refrigerant or the like can be shared with a predetermined temporal difference, and thus a room temperature can be regulated even when not braking.

As the result, in relation to the free curve working part, a manufacturing process achieving both of the mass production and shape flexibility can be introduced.
