    • PROBLEM TO BE SOLVED: To prevent toner fixing on a roller when performing development by one component toner by means of a developing roller by adopting a regulating member of a roller structure to regulate a quantity of toner adhering to the developing roller, and to simultaneously stabilize electrostatic chargeability of toner. SOLUTION: A control roller 43 rotationally driven by the press-contact of a developing roller 41 which carries and transports one component toner to a photoreceptor 1 carrying an electrostatic latent, is provided to regulate the quantity of toner adhering to the developing roller 41. When a prescribed state is counted by a counter 53 which counts the development history of a developing device, variable control is performed to control the peripheral velocity of the control roller 43 slower than an initial state, and to increase a bias voltage Vb in an absolute value through the bias voltage control circuit 51 and the rotary driving control circuit 52 of the control part 50, respectively. Toner fixing on the control roller 43 can be suppressed by decreasing the peripheral velocity, and lowering of electrostatic chargeability is suppressed by increasing the bias voltage, thereby stable development can be maintained over the long term.

After recovering the normal toner 9a remaining on the surface of the drum 1 as the reutilized toner by the roller 61, the toner 9b whose diameter gets small and which remains on the surface of the drum 1 is separated from the normal toner 9a as waste toner by the blade 62 and the rollers 63 and 64.
