At this time, a spur 104 is provided in the part, facing the transfer exit guide plate across the transfer paper carrying path, of the vicinity of the position where the transfer paper is separated from the transfer belt 101. The distance between the outer peripheral part of the spur 104 and a transfer paper carrying surface is set in accordance with the deflection of the transfer paper, in the vicinity of the transfer paper separating part of the belt 101 and the spur 104 is grounded not to store the charges of the transfer paper in the spur 104. Thus, the property of carrying the transfer paper when it is separated from the transfer belt is stabilized and even if residual charges are moved, a certain or more gap can not be generated between the transfer belt and the transfer paper.

Then, the surface layer 6b is formed on the previously stretched inside surface layer 6a and, therefore, even if the belt 6 is put on the rollers 4 and 5 at the time of using the transferring belt 6 made of rubber, the pulling load acting on the surface layer 6b is lessened and the crack of the surface layer 6b is prevented.

Therefore, a variation in the result of the detection caused by a difference in the toner concentration and a change in a toner electrifying quantity while the developer is stirred, is averaged and the toner concentration can be accurately controlled.

Thus, even if copying is carried out, the constant image density can be obtained without reducing a toner concentration.
