    • PROBLEM TO BE SOLVED: To avoid poor economy in the short-distance communication of selective combination connection of communication networks between a national or short- distance local communication enterpriser and a newly participated long-distance local communication enterpriser. SOLUTION: The dial signal of an originated call is received (ST1). It is judged whether the originated call is a connected call designating a 2nd communication eterpriser NCCT or not (ST2) and in the case of judgement of NO, the communication is guided (ST3) to ordinary call connecting processing (ST8) for fully opening the communication network of the 1st communication enterpriser.
