SOLUTION: This composition is obtained by including (A) a water-soluble polyester resin produced from a raw material containing 10-70 wt.% of a monofunctional monomer with a 6-18C alkyl chain, and having a number-average molecule weight of 1,000 to 10,000, acid value of 20 to 80, and hydroxyl number of 50 to 200, and (B) a curing agent. It is desirable that the function group of the monofunctional monomer is carboxyl group, hydroxyl group, epoxy group or the like. A compound of the formula (R1 and R2 are each an alkyl, and the total number of the carbon atoms is 7) or the like is desirably used as the monofunctional monomer. The component A is desirable to be produced by synthesizing a polyester resin using components excluding the monofunctional monomer from the raw material followed by reacting the thus excluded monofunctional monomer with the thus synthesized polyester resin.
