    • PROBLEM TO BE SOLVED: To provide a valve device for an internal combustion engine, and an initial setting device for a variable valve mechanism, in an internal combustion engine, in which the changeover action of the variable valve mechanism can be optimized, in which generation of abnormal sound in accordance with change over of actuation characteristics of an intake valve and an exhaust valve is restricted, and in which damaging and abrasion in the variable valve mechanism can be reduced. SOLUTION: A first rocker arm is provided with a rocker cylinder having an opening part in a part of a slide surface and a rocker piston. A second rocker arm is provided with an abutment protrusion of which tip part is inserted into the rocker cylinder from the opening part when the rocker piston is at one slide end of the rocker cylinder as the first rocker arm oscillates, and abutted with a side surface of the rocker piston when it is at such a position as to close the opening part. A rocker piston actuation means includes a learning means S20 to learn actuation time of the rocker piston to prevent a prescribed actuation state (halfway of rising or halfway of falling) of the rocker piston when the second rocker arm starts oscillation.
