    • PROBLEM TO BE SOLVED: To provide a deterioration diagnosis device for an exhaust emission control device capable of preventing wrong judgment of deterioration of a three-way catalyst due to deterioration of an upstream side oxygen sensor and accurately judging deterioration of the catalyst. SOLUTION: An ECU 50 is provided with an upstream side reverse rotation speed operation means calculating upstream side rich/lean reverse rotation speed NF, a downstream side rich/lean judgment level adjustment means establishing downstream side rich/lean judgment level large when the upstream side rich/lean reverse rotation speed NF gets lower than the predetermined value, a downstream side reverse rotation speed operation means calculating downstream side reverse rotation speed NR reversing to a rich side/a lean side based on the downstream side rich/learn judgment level established large and output signal of downstream side O2 sensor 41, and a deterioration judgment means calculating frequency ratio NR/NF when suction air quantity to the internal combustion engine is a predetermined lower limit value or more, and predetermined upper limit value or less and judging deterioration of the three-way catalyst 39 when the frequency ratio NR/NF is larger than deterioration judgment value.     • PROBLEM TO BE SOLVED: To provide an EGR system of an internal combustion engine for which accurate diagnosis of failure in an EGR device is adequately conducted, and accuracy of the diagnosis of the EGR device is maintained high. SOLUTION: In the case where the opening of an intake air-flow control valve is restrained to a specified opening by a fuel cut, the EGR device is actuated to diagnose a failure of the EGR device on the basis of a change in intake-manifold pressure before and after the operation of the EGR device (S48). In the case where a relaxation control of an intake-manifold negative-pressure is not executed, the change in the intake-manifold pressure is corrected by the amount of change in a first reference intake-pressure (P(Ne)) which changes in accordance with an engine speed Ne (S26). In the case where a relaxation control of the intake-manifold negative-pressure is executed, change in the intake-manifold pressure is corrected by the amount of change in a second reference intake-pressure (PL(Ne)) which changes in accordance with the engine speed Ne (S40).
