      SOLUTION: A melting and refining apparatus with electron beam comprises a vacuum container 20, a vacuum exhaust system 22 for keeping the vacuum container vacuum therein, an electron beam generator 14 for generating electron beam 12 in the vacuum container, a deflection coil 26 for generating a magnetic field 24 for deflecting the orbit of the electron beam, a crucible 18 for containing a specimen melted with the electron beam, a hole 18b penetrating a bottom 18a of the crucible, and a gas introduction nozzle 28 for introducing gas for a specimen in the crucible.

    • PROBLEM TO BE SOLVED: To provide a method for producing a low-cost rotor for a turbine in which a base metal and a joint does not cause delayed cracks when used, and which has proper toughness and strength by single heat treatment after welding of a rotor material for high temperature use and a rotor material for low temperature use without subjecting the rotor material for high temperature use to build-up welding in advance.
      SOLUTION: The production method is provided with a stage wherein a rotor material for high temperature use consisting of 9% Cr steel and a rotor material for low temperature use consisting of 1% Cr steel are welded by using a 9% Cr based filler metal, and a stage wherein the welded rotor material for high temperature use and rotor material for low temperature use are heat- treated at 625 to 655°C.
