According to the present invention, only spraying of the foliage treatment agent is required, therefore, decontamination work is smoothly carried out so as to result in cost reduction. Further, no need for cutting of the plants causes no secondary contamination. Also, as the roots of the plants have already been dead during removal of the soil, the removing of the surface soil can easily be conducted due to its thinness, therefore, decontamination cost can be reduced and a volume of the recovered soil can also be reduced.
