    • PURPOSE:To prevent an erroneous report of a facility abnormal report by determining generation of an abnormal operation due to chattering, etc., of an abnormal contact when repetition of state change continues exceeding a specified count within a certain amount of time. CONSTITUTION:When there is a delay timer for delaying reading of signal by a certain amount of time for preventing a repetition operation of an abnormal contact 6 from being recognized as a facility abnormality due to contact or release of a water-full electrode bar 3 to and from a water surface due to rocking of a water level 2, a monitoring timer for determining an arbitrary time and a counter for counting the repetition count of the contact 6 within the time are provided at a monitoring device 7. Then, when the repetition count of the contact 6 is counted and the time for counting continues for the delay timer time, abnormal details are displayed 8 or are reported to an external center 9. Otherwise, it is judged to be a repetition operation of the contact 6 which is not a facility abnormality caused by rocking of the water level 2 due to an earthquake, thus preventing an erroneous report due to an accidental operation of the contact 6 and enabling reliability for monitoring contact abnormality to be improved.

    • PROBLEM TO BE SOLVED: To surely and easily attain the inspection of a power line installation situation by detecting a signal for test by a contactless connecting means, and displaying the possibility of signal transmission when the detected signal is more than signal intensity decided is advance. SOLUTION: A signal generating device 1 is connected with a power line 3 in an arbitrary system in a distribution board 7 of an electric chamber, and the connection is defined as C. Also, a detecting device 4 is connected with either a connection candidate (a) point or (b) point or both points with the power line 3 installed in the neighborhood of an equipment by using a coupler 6. Then, a signal for test is detected by this coupler 6, and when the detected detection signal is more than prelimiarily decided signal intensity, the detecting device 4 displays the possibility of signal transmission. Thus, at the time of setting an equipment using power line carriage, the inspection of the power line installation situation can be surely and easily retrieved without reconstructing a drawing or the like. Moreover, non-contact retrieval can be attained without directly connecting a meter or the like with the power line to which a power source is impressed, and danger such as electric shock can be avoided.
