The phase shifter control circuit receives the dither signal and the output of the phase comparator and controls the phase shifter to maximize the output of the photodetector.       SOLUTION: A dummy data inserting apparatus (32) is located between a LAN switch 30 and an uplink port of an OLT (10). A dummy data generating apparatus (36) generates dummy data that can pass through the OLT (10) and be thrown away at all subscriber apparatuses 22-1 to 22-n. The dummy data inserting apparatus (32) supplies output data of a buffer (34) to the OLT (10) when the buffer (34) has downlink data, and supplies the dummy data output from the dummy data generating apparatus (36) to the OLT (10) when the buffer (34) has no downlink data. The dummy data comprise a random pattern or a pseudo random pattern (PN sequence) located to a payload of Ethernet (R) frames.
