    • PROBLEM TO BE SOLVED: To reproduce a portion in the past of a broadcast under real-time viewing through simple operation even without a video recording instruction from a user. SOLUTION: The broadcast archive utilizing method comprises: a first step of changing a playback position of a program under viewing and comparatively judging whether or not the playback position is in a reproducible phase of the program to determine whether or not the program can be played back; a second step of changing the playback position when playback is possible in the first step; and a third step of searching the program from at least one or more routes on the basis of program identification information when playback is impossible, and further comparatively judging the presence/absence of the playback position in the reproducible phase of the searched program to determine a route. By switching a reception route to the route determined in the third step, the portion in the past of the program under viewing can be played back utilizing a broadcast archive. Then the terminal equipment 7 sends a transmission request to an ATM communication equipment 1. Transmission data are stored till the transmission is finished in a buffer memory 6. A management section 5 sends a VCI acquisition request to a VCI selection section 2b to acquire one virtual channel used for the transmission. The VCI selection section 2b selects a prescribed virtual channel identifier from the VCI management table and gives the identifier to the management section 5.
