Attachable/detachable pedestals 17 are interposed between the elastic bodies 13 and the lower frame 11b. The plurality of pedestals 17 having different height dimensions are provided. By providing the prescribed pedestals 17 corresponding to the height dimensions of the shims 16, relative positions of the braking elements 12 and the elastic bodies 13 are made proper.
