    • PROBLEM TO BE SOLVED: To provide routing information that will help to reduce carbon-dioxide emissions from a vehicle in order to prevent global warming. SOLUTION: A vehicle mounted terminal 102 which is mounted on a vehicle 101 obtains vehicle information transmitted by an ECU 103 according to the collection conditions of a collection condition table 105, and stores the vehicle information along with the position information and time information. The stored vehicle information is sent to a server 121 and added to a server vehicle DB 123. Based on the vehicle information accumulated in the server vehicle DB 123, the carbon-dioxide emissions are mapped in a map DB 124. The routing with minimum carbon-dioxide emissions to a destination specified by the vehicle mounted terminal 102 is calculated with the use of the map of carbon-dioxide emissions generated, and the obtained routing information is transmitted to the vehicle mounted terminal 102.     • PROBLEM TO BE SOLVED: To provide a video build up distribution system and apparatus capable of suppressing a data amount of video images stored in a storage device lower even when the video images from many video cameras are recorded at a high frame rate over a long time. SOLUTION: A control terminal 10 transmits region data for particularizing part of regions in a video image to an encoder 20. The encoder 20 encodes the region denoted by region data as to the received video signal with quality higher than that of the other video image regions and transmits the resulting data to a build up server 30. The build up server 30 stores the received region data and the video data. Further, the build up server 30 transmits the region data and the video data for a designated period to a reproduction terminal 40 in response to a data request from the reproduction terminal 40.
