Furthermore, this has such a constitution that a non-lighting signal 17 is outputted, when the voltage, between the electrodes of the fluorescent lamp is inputted into a measurement circuit 16 of the voltage between the electrodes and the voltage exceeding a non-lighting voltage set beforehand, has been measured. Consequently, when the outer peripheral parts 15a to 15c are worn and the low friction members 18a to 18c are exposed, slight slide occurs and is transmitted to a moving handrail 9 due to the intermittent contact of these low friction members 18a to 18c with the moving handrail 9 to inform a wear condition of the outer peripheral parts 15a to 15c.
