      SOLUTION: A communication cable fixing bracket 7 for suspending a communication cable 6 to be additionally installed in a hoistway 1 of an elevator is provided on a wall surface 5 of the hoistway of the elevator. In order to hold the communication cable 6 at other parts, a communication cable clamping bracket 8 for clamping the communication cable 6 on the wall surface 5 of the hoistway of the elevator is provided on a guide rail 4 of a car.

Furthermore, this has such a constitution that a non-lighting signal 17 is outputted, when the voltage, between the electrodes of the fluorescent lamp is inputted into a measurement circuit 16 of the voltage between the electrodes and the voltage exceeding a non-lighting voltage set beforehand, has been measured.
