When the changing factor calculated by the processor 3 exceeds a prescribed level, a call cycle switching signal B which changes the data collection cycle according to said changing factor is outputted to the device 2 from the processor 3 together with a slave station designating call signal C which starts a specific slave station device 1. Then the device 1 is started based on the data collection cycle of a slave station call control part 10 of the device 2 and the number of the device 1. The device 1 sends the measured 4 data to the device 2 if its own station is started.

CONSTITUTION:Outflow amount calculation part 4 calculates the outflow amount based on the gate opening and the data given from water level indicator 2; inflow amount calculation part 5 calculates the inflow amount based on the outflow amount and the water level change; and target discharge amount calculation part 6 calculates the target discharge amount based on the target water level and the inflow amount respectively. Based on the target discharge amount, the target opening of the gate is calculated at gate opening calculation part 7. Then gate 23 is operated via gate operation command part 8 and gate control unit 9. In such system of the fault detection, the output of gate opening meter 1 is sent to opening data comparison calculation part 3. And in case the opening deviation to the previous value exceeds continuously and twice the set value, alarm transmission device 11 displays the fault. At the same time, gate 23 is locked via gate control lock part 10.

    • PROBLEM TO BE SOLVED: To provide a system capable of securely closing a gate of the whole object region even if the number of collected operators is insufficient when tidal wave and high tide occur. SOLUTION: A camera 4 for monitoring the surroundings on a sea side, a gate door monitoring device 5, an alarm device 6, a gate driving device 7, a water level gage 8, electronic equipment on an operation table 9, and a recorder 10 are connected with a gate controller 1 by a communication means. The gate door monitoring device 5 is provided with an image distribution device 11 and an image processing device 12. Furthermore, the image distribution device 11 is connected with a monitoring camera 13 provided per gate. In the gate door monitoring device 5, the image distribution device 11 is linked to the gate controller 1 through the image processing device 12. A motor 20 and a limit switch 21 are linked to the gate driving device 7. At least the monitoring camera 13, an alarm, and the gate driving device 7 are provided per gate. An operation table pressing and dividing device 22 is provided in a central controller 2 in a central control part B and is further connected with a remote monitoring part 24 and a tidal wave and high tide alarm system 25.
