    • PURPOSE:To recover the heavy metal or the like as well as to obtain pure water by a method wherein the waste liquid is concentrated to a predetermined concn. by related operation of a waste liquid supply and a take-out pumps and evaporated steam is cooled to obtain water. CONSTITUTION:A cooling water pump 24 is driven to recirculate the cooling water in a condenser 16 and a heating source is introduced into an inflow pipe 10 to recirculate steam or warm water in a heat exchanger 8. Moreover, a low pressure atmosphere is formed in an evaporation tank 14 by a vacuum pump 19 and the waste liquid supply pump 5 is operated to send the waste liquid to the heat exchanger 8 from a waste liquid storage tank 1. The waste liquid is raised in a heating pipe 9 while heated and reached to the evaporation tank 14. The steam filled in the evaporation tank 14 is contacted with cooling pipe bundle 15 to be cooled and returned to water and the obtained water is collected to a bottom part of the condenser 16 and sent to a distilled water tank 13 by a water take-out pump 20. The residual waste liquid is returned to the waste liquid storage tank 1 by the waste liquid take-out pump 22 through a return pipe 23 and, moreover, sent to the evaporation tank 14. As described above, by the related operation of the waste liquid supply and the take-out pump 5, 22, the waste liquid is concentrated to the predetermined concn.

      SOLUTION: A stopper mechanism composed of a stopper member 2 and a stopper member 3 is installed in the railroad car near its bogie and on the inter-bogie side in the car fore-and-aft direction, wherein the stopper member 3 is supported by a guide part 5 of the supporting member 2 in such a way as able to rise and fall, while the supporting member 2 is mounted directly to the undersurface of a car body frame, and the stopper member 3 is energized downward by an energizing means 20 and held in the over-position by a fastening means 7 against the energizing force of the energizing means, and further a derailment sensing device 30 is installed so that fastening by the fastening means 7 is released in response to a derailment sensing signal given by the derailment sensing device 30, which causes the energizing means 20 to drive the stopper member 3 downward.
