      SOLUTION: The heat-treating device heat-treats the object to be treated by supplying superheated steam to the inside of the tunnel channel through which the object to be treated moves and both ends of which are open. In this case, an exhaust duct which sucks steam in the tunnel channel and outside air entering the tunnel channel from outside, from the tunnel channel downward and ejects them outside is connected in the vicinity of the openings in both ends of a hollow case constituting the tunnel channel.

      SOLUTION: The method of decomposing a low concentration organic halogen compound comprises the following processes: (A) a process 101 of mixing the oil containing the organic halogen compound with an alkaline substance and a hydrogen donor, (B) a process 102 of decomposing the organic halogen compound by bringing the obtained mixed solution into contact with a catalyst, (C) a process 103 of recovering the hydrogen donor and a decomposed product having a low boiling point by distilling the obtained decomposed solution under reduced pressure, and (D) a process 104 of separating the oil from water by neutralizing the residue after the reduced-pressure distillation with an acid and by washing with water.
