The torque limiter 29 comprises an inner ring element 291 on the worm shaft 51 side, and an outer ring element 292 fixed on the rotating shaft 4a and coaxially disposed with the inner ring element 291. On an cylindrical inner peripheral surface 292as of the outer ring element 292, a plurality of projections 31 which can press-contact with an cylindrical outer peripheral surface 291as of the inner ring element 291 to integrally rotate the inner ring element 291 and the outer ring element 292, and relatively rotate the inner ring element 291 and the outer ring element 292 in regard to rotation torque not less than predetermined value, is provided.
