    • PROBLEM TO BE SOLVED: To avoid poor economy in the short-distance communication of selective combination connection of communication networks between a national or short- distance local communication enterpriser and a newly participated long-distance local communication enterpriser. SOLUTION: The dial signal of an originated call is received (ST1).
