When the catalyst layers are slightly smaller than the solid polymer electrolyte membrane, the reinforcing sheet is arranged in contact with an outer edge of the solid polymer electrolyte membrane. When the catalyst layers and the solid polymer electrolyte membrane are identical in shape and size, the reinforcing sheet is arranged in contact with the respective outer peripheral side surfaces of the catalyst layers and the solid polymer electrolyte membrane.
