PROBLEM TO BE SOLVED: To provide a scratching-off device that is capable of obtaining a contrast improving sheet which reduces streak defects and filling unevenness, and an apparatus for manufacturing the contrast improving sheet and a method for manufacturing the contrast improving sheet.SOLUTION: A scratching-off device which is used in manufacturing a contrast improving sheet, having a light-transmitting part 1 including a surface 1a on which a plurality of grooves are formed in parallel and a light-absorbing part formed in the grooves of the light-transmitting part 1, comprises: a first scratching-off blade 41 having a through-hole 41b in a tip 41a, for scratching-off an ink composition supplied onto the surface 1a; a second scratching-off blade 42 for further scratching-off the ink composition remaining on the surface 1a of the light-transmitting part 1 following the scratching-off with the first scratching-off blade 41; and a suction mechanism for suctioning the ink composition entered into a space S between the first scratching-off blade 41 and the second scratching-off blade 42 via the through-hole 41b.
