      SOLUTION: A methjod for manufacturing the phosphor substrate has a process to give the phosphor paste containing a sulfide phosphor and a binder resin to a substrate, a first calcination process to calcine the phosphor paste for a fixed time at a first temperature that is a temperature or less at which an amount of a water generation is maximized when the phosphor paste is measured by a TDP-MS method, and after the first calcination process, a second calcination process to calcine the phosphor paste for a fixed time at a second temperature that is a temperature at which the amount of carbon dioxide generation is minimized when the phosphor paste is measured by the TDP-MS method.
