The valve body 11 is provided with: a first valve body 12 which, in a state in which the solenoid 2 is activated, is maintained in contact with the valve seat 14; and a second valve body 13 which, in a state in which the first valve body 12 is in contact with the valve seat 14, allows a small amount of the fluid to flow.
