    • PROBLEM TO BE SOLVED: To provide a fuel cell electrode catalyst with which a reliability-improved fuel cell capable of stably maintaining high power generation efficiency and output can be obtained and which has high activity and excellent stability, manufacturing method thereof, and polymer electrolyte fuel cell membrane electrode assembly.SOLUTION: The present invention relates to a fuel cell electrode catalyst with which a catalyst particle containing a noble metal is carried by a catalyst carrier for which a mixture of a metal oxide particle containing a titanium element and a carbon carrier is nitrided, and a method of manufacturing the fuel cell electrode catalyst. Furthermore, the present invention also relates to a polymer electrolyte fuel cell membrane electrode assembly 10 which includes a cathode 14 having a catalyst layer 11, an anode 13 having a catalyst layer 11 and an electrolyte membrane 15 disposed between the cathode 14 and the anode 13, and in which at least one catalyst layer 11 of the cathode 14 and the anode 13 is the fuel cell electrode catalyst.
