A connecting rod 7 is extended between the base bracket 3 and the turning lever 61, and one end 71 is connected to the latch mechanism, the other end 72 being connected to the cancel lever 62. When the operating knob is operated to pull up the rod 9, the turning lever 61 is turned to disengage a striker from the latch mechanism, so that a seat back can be turned to tilt a seat forward.
