A correlation map (an eco-run map) presetting the possible eco-run time when the glass is not fogged even when the engine is stopped is stored to the outside air temperature, the possible eco-run time determined according to the outside air temperature is set for the timer, and the engine start is requested after the elapse of the possible eco-run time, in other words, before fogging is generated.
