    • PROBLEM TO BE SOLVED: To provide a digital protective relay capable of attaining complete non- operation in exciting inrush current and positive operation in case of a system accident. SOLUTION: This digital protective relay consists of a protective element and an inrush current countermeasure element. The inrush current countermeasure element comprises a second harmonic determination computing means which outputs a second harmonic determination signal, when the rate of the second harmonic component for a first harmonic component included in AC current satisfies a prescribed condition, an overcurrent determination computing means which outputs a current determination signal when the AC voltage satisfies the prescribed condition, and an undervoltage determination computing means which outputs a voltage determination signal when the AC voltage satisfies the prescribed condition. If an accident occurs in a protective section and the second harmonic determination signal, the current determination signal, and the voltage determination signal satisfy a prescribed condition, an output permit signal is outputted to an output control part. Under the condition where the inrush current is flowing, the current determination signal and the voltage determination signal permit the output of the second harmonic determination signal so as to output an output inhibiting signal to the output control part.     • PROBLEM TO BE SOLVED: To solve the problem that there are limits in shortening total work time in implementing change of field work and a database, as a field worker and a person in charge of control communicate by portable terminals and mutually judge a system state and a field work state, and therefore, the implementation of a continuous work is confirmed by the portable terminal. SOLUTION: A monitoring control system has a monitoring control device to monitor and control facilities or the equipment, a remote server connected with the monitoring control device, and portable terminals equipped with monitors connected to the remote server via signal transmission line. A request for the implementation of work is transmitted from the portable terminal to the remote server via a network, and the remote server transmits an instruction for work implementation after the reception and processing of the request for work implementation. The monitoring control device decides possibility of work implementation. If the implementation of the work is possible, the name of the work plan is implemented and the implementation procedure is transmitted to the portable terminal via the remote server and the network.     • PROBLEM TO BE SOLVED: To simultaneously perform extraction/insertion of control rods and taking out/loading of fuels, when a nuclear reactor is inspected. SOLUTION: The device and the system are provided with a fuel exchanging machine automatization interlock control means, a fuel exchanging machine automatization control means, a core state storage portion for storing states of fuel loading and states of insertion of control rods, a core state supervision means which checks the state of fuel loading of a cell on the basis of a state of fuel loading and a state of insertion of control rods, judges whether or not it is possible to perform fuel movement and extraction/insertion operation of control rods, and records an operation completion result in the core state storage portion, a fuel exchanging procedure storage portion which preserves procedures for fuel movement and procedures for extraction and insertion operation of control rods, and a fuel exchanging procedure progress supervision means which takes out grab and release co-ordinates of the fuel movement procedures successively from the fuel exchanging procedure storage portion, inputs control rod selection information from a control rod inserted state supervision means, reports the grab and release co-ordinates of the fuel movement procedures and the co-ordinates of a control rod to the core state supervision means, and directs fuel movement work if the grab and release co-ordinates of the fuel movement procedures do not correspond to the co-ordinates of fuels around the selected control rod.
