      SOLUTION: A through hole 15 is formed in a bottom wall 11 of a water-collecting basin 10. A PVC pipe wrapped with a water-permeable sheet 3 is inserted into the steel pipe. The PVC pipe is filled with crushed stones 2 to the level of the bottom wall 11 of the water-collecting basin 10. Only the PVC pipe is pulled out of the steel pipe, and then the steel pipe is pulled out of the through hole 15. When the level of the crushed stones 2 subsides below the level of the bottom wall 11 of the water-collecting facility 10, the crushed stones 2 corresponding to the shortfall is supplied through the through hole 15, and the upper surface of the crushed stones 2 undergoes light roll-compaction.
