The amount of torsion of a torsion coil spring 21 connecting the sealing member 19 and the intermediate member 20 in the direction of rotation of the intermediate member 20 is precisely adjusted by adjusting the screwing position of an adjustment screw 22 with respect to the sealing member 19. The torsion coil spring 21 rotates the intermediate member 20 as abrasion proceeds on a sliding portion between the support yoke 18 and the rack shaft 8.
